Background

Major General Richard E. Beale, Jr. was raised in Bethesda, MD.  He is a 1964 Distinguished Military Graduate of Wake Forest College; he earned a master’s degree from the University of Missouri-Kansas City.  He married Wynne MacGregor three days after his Wake Forest graduation. They are blessed with two sons and five grandchildren.  Between 1992 and 1999 General Beale was Director, Defense Commissary Agency, the nation’s ninth largest grocery chain. The agency was awarded the 1998 Presidential Quality Achievement Award and three Vice-Presidential Hammer Awards for re-inventing government.

Other key assignments include: (1) Commander, Defense Personnel Support Center, DLA’s largest purchasing command; (2) Assistant Chief of Staff (Logistics) for Eighth Army (G4) and US Forces Korea (J4); and (3) Executive to the Army’s Deputy Chief of Staff for Logistics.  Earlier commands include brigade and battalion commands in Germany and company commands in Korea and Viet Nam.  His first job was tank platoon leader.  His service awards include four Distinguished Service Medals, six Legions of Merit or equivalents, and two Bronze Stars.  In 2021, MG Beale received the Ancient Order of Saint Martin for lifelong service to the Corps.

MG Beale has served continuously as a Quartermaster Foundation director since 2000.  He was first elected President of the Board of Directors in 2016 where he continues to serve.
